IMO when it comes to shards purchases you should buy TG first, Champ second and Immo third.  And that's it.  Hopefully you don't even need to buy that much and roll one or more of them with gem rolls.  TG is a solid hero that can even be used in endgame and still be decent if not great.  Champ is needed for boss battle pretty much by everyone (some higher level players can use debuff teams or other strats but vast majority use champ for boss).  And Immo is really required for HBM until you get Vlad and/or Santa.

None of the other shard heroes are really worth spending the shards on IMO.  Either they're niche heroes (only good in one mode/situation) or they're too expensive compared to using the shards for skilling up a hero.
