Flames 
are a resource that is obtained by completing Dungeons and is solely used to increase Heroes Star levels once they reach a level-cap every 20 levels.

For example, if an Executioner has reached the level-cap at 80/80, it requires 105 fires to promote to 80/100; the higher the level, the more flames required for promotion. Note that fire does not decrease after being "used." It is more of a requirement rather than a used resource. The maximum amount of flames you can get is currently 750 ((130 regular dungeons + 80 expert dungeons + 40 insane dungeons) * 3 fires each).
